There is a HR Department in almost all the important companies establishment / NGO’s / Factories / Banks etc (though in many organizations this Department is still known as Establishment Department, Personnel Department, Labour Dept etc) mainly to take care of the people working in the organization. In some companies / establishments the Head of this Department has also to look after some other subject matters such as Transport, Security, General Administration, and Protocol in addition to his own duties and responsibilities.
The HR functions are quite complicated and it requires ‘specialized knowledge’ on the part of the Managers/ Officers working in this Department. But in Bangladesh there is hardly any Institute / Professional body which is organizing courses / Workshops relating to working of HR Department. As a result, many HR Managers/Officers are found who are not fully familiar with the ins and outs of HR functions. As a result, at the time of need these managers/ Officers miserably fail to perform their functions causing huge loss (both financial and non-financial) to the establishment concerned.
